Who We Are

The Woods at Elm Creek Homeowners Association—WECHA—serves the homeowners of The Woods at Elm Creek in Champlin, Minnesota. The Association supports the neighborhood through responsible administration, clear communication, architectural standards, and stewardship of shared community responsibilities.

Our values are responsible stewardship, clear communication, thoughtful decision-making, respect for our neighbors, and active homeowner participation.

WECHA is governed by volunteer homeowners who serve on the Board of Directors and Association committees. Homeowner participation has helped preserve the neighborhood’s welcoming atmosphere and distinctive wooded character for more than three decades.

The Woods at Elm Creek was developed by Robert Engstrom Companies beginning in the early 1990s. Phase I was developed in 1993. Phase II began in 1994, adding entrances from Elm Creek Parkway onto Woods Trail. The third and final phase was developed in 1997.

The neighborhood’s original declaration was established in January 1994 and recorded with Hennepin County in July of that year. Robert E. Engstrom and Paul T. Engstrom also signed WECHA’s original bylaws.

The broader Elm Creek area was historically characterized by hardwood forests, wetlands, and agricultural land. By the early 1980s, the surrounding watershed was transitioning from a largely rural landscape into growing residential communities. The Woods at Elm Creek took shape during that period of change.

Today, WECHA works to maintain the quality, character, and long-term well-being of the neighborhood. Its responsibilities include Association administration, homeowner communication, financial planning, maintenance of Association property, and review of exterior improvements covered by the governing documents.

The Association also maintains important community records, holds annual homeowner meetings, supports neighborhood committees, and provides resources to help homeowners understand their responsibilities.

WECHA’s continued success depends on homeowner involvement. Residents are encouraged to attend meetings, keep their contact information current, volunteer for committees, and share questions or concerns with the Board.
